Wow, it's like Earthquake and Hurricane combined, or like a Savage Twister reduced by that damages each player as well.
Well basically it's an Earthquake Portal Three Kingdoms version since most creatures that would normally have flying come with Horsemanship instead.
Your big advantage: Your opponent most likely won't play any P3K cards while you can practically hit each creatures and maybe even spare some of yours if you're nerdy enough to play creatures with Horsemanship :D
By the way, this card has also a counterpart named Borrowing the East Wind, unfortunately you can imagine this one isn't really playable (except for block-constructed, of course) - it even costs two green mana to cast^^

its kind of like if you're riding a bike (or a horse in this instance) and there's an earthquake but physically you can't feel it because you're in motion, or something like that. LOL.

Flavor-wise this card is hilarious; apparently this earthquake will damage giant beasts and creatures flying in the air... but if you're on a horse, you'll be fine.
