It's not that bears are weak, it's that they are bulky and cannot easily bypass a blocker. Same goes with a pack of wolves who concentrate to attack the blocker. A lone wolf instead is nimble enoygh to by pass the blocker and get to your throat, unfortunately the blocker is also now behind the wolf and thus capable of deling it's damage to him.
