Compare to stuff like Phyrexian Denouncer and Fume Spitter.
The capacity to reuse this effect seems quite powerful.

THe best rusalka, but not a terribly good card. If it didn't have the B activation it'd be quite good though.

Sacrifice outlets are always good, especially against white. This has a reasonable cost, effect, and fulfills the need early game when it can be difficult to afford {2} in an efficient deck.
