Each Time Spiral card was an homage to at least one previously printed card.
Specifically, each Sliver in Time Spiral and Planar Chaos derive their ability and mana cost from a previously printed card.
This Sliver is likely referencing Dauthi Trapper but in blue; instead of giving just one creature shadow, it gives it to all of your Slivers!

This is NOT inferior to Shifting sliver and i'll tell you why.
Aluren.
Me and a friend built a Sliver deck with Aluren, Dormant Sliver and Mnemonic Sliver. it can easily get the entire deck on the battlefield in one turn. An unblockable swing won't be possible with Shifting like this.

This is good to play next to Hibernation Sliver. Play it for an attack, then bounce it to block with your remaining creatures.

This can take the win with Virulent Sliver. Its good to back it up with some damage prevention to protect yourself from attacks

It's alright, but in a sliver deck, it has a major drawback... it couldn't block anything without shadow, and that applies to all sliver and changeling creatures.

This is almost better as an anti-Sliver measure in your sideboard...drop it when you can swing for lethal and the sliver deck is tapped out/empty handed. If you're going to use it for a killing blow, wait until late in the game and have at least three counterspells on hand. I HAVE seen someone get triple-fogged trying to do this.

If you fear a Fog or Safe Passage then put down, attack with some Slivers, then Unsummon when your opponent declares attacks before you declare defenders and block with the no-longer Shadowy remainder.
