Each Time Spiral card was an homage to at least one previously printed card.
Specifically, each Sliver in Time Spiral and Planar Chaos derive their ability and mana cost from a previously printed card.
This Sliver is referencing many of red' cards, such as Goblin War Drums, Gorilla War Cry, and obviously Two-Headed Dragon.

This guy combined Toxin Sliver can allow you to kill 2 of your opponents creatures with each attack.

Don't you have that backwards? Most slivers -- especially the mono-colored ones -- have a CMC one higher than the value of their power and one ability. That is far below the standard for constructed-worthy creatures (even in most casual constructed metagames).
Sure, this sliver is bad on it's own. It's also represenative of most lone slivers.

guys, this is one of two slivers that enabled the, so far, ONLY competetive sliver deck. sure, the deck technically won off of Virulent Sliver's ability, but without this little guy, the deck would get chump blocked all day, not to mention it's easier to pair green with red than with blue for winged sliver
just sayin :p
