It's not a terrible card in the sense that it's a sea serpent that can ping even if it can't attack. Blue damage never hurts because it means you can kill their little utility creatures without wasting a bounce or counter on them and this is pretty good on defense compared to prodigal sorcerer, although Fledgeling Mawcor will usually be a better choice to run.
