Clever effect. They knew it would be too powerful if it could be used in a creatureless deck, so they countered that.

At 3 CMC, though, I still want to do something with it... I mean, with a few swamps and this, you could own the board- kill the enemy creatures until they run out, then go for the dome. Or just race the enemy player- no difference.

A single Sengir Autocrat can handle the cost nicely.
