I like it. Not really powerful but useful Tremor on a stick that clears away token armies. It can double its effect, if you have the means to sacrifice it right away. The biggest downside besides its acceptable but moderate stats is the exaggerated echo cost.

These kinds of Echo cards remind me of the newer Evoke cards.
Though, the thing that makes me sad is that... The Evoke cards are all built in a way in which.. They can work as flimsy creatures for their higher cost or they can be merely dropped for the effect.
Here, there is a very small incentive to keep this 2/3 in play for a total of 8 cmc. Just plop him in after weakening enemy creatures, possibly with that Eldrazi gravity well thing or something and then have it go poof during your upkeep.
If anything, it eats up 1/1 tokens.

I actually quite like this. The main thing I use it for is amplifying board-wide damage on the next turn (stack a Pyroclasm in the turn after casting for 3 damage, Sulfurous Blast for 4, etc). The ability to get its effect without paying any mana on the turn it goes off can be powerful.
