It's very powerful. Sure, it's colorless, but you can just leave it untapped for a free regenerate.

Quest for Ula's Temple, Death Baron, Lovis Coldeyes, and this card -- all a smart approach to spreading the love to some more obscure tribes. Having an interaction with only one subtype would make a card that had too little support to work with. Plus, it just feels better that a collection of carrion and filth can serve multiple types of creatures, or that someone who rallies barbarians can also incite berserkers, and so on (btw, why there was ever a real distinction between those two tribes in the first place is beyond me).

Wolves hardly swarm. It would break the flavor of the card. Same with birds and rabbits, but I agree about saprolings, worms, lizards, snakes. However, consider this unwieldy card text:
"T: Regenerate target Insect, Lizard, Rat, Saproling, Snake, Spider, Squirrel, or Worm."
