Back in the day Blue had this strange theme of killing you with little pinpricks, punishing you with little packets of 1 or 2 damage, or tapping your resources, every turn. Psychic Venom, Prodigal Sorcerer, Erosion and Feedback, along with this card, annoyed players when used with Drain Power, Mana Short, Power Sink and of course Mana Drain. These abilities have since moved to black and red.
Blue's methodical kill was annoying to play against, and compromised your opponents' ability to play freely. However, I think Wizards soon realized that these tactics were too slow to keep up with the other colors. For this reason, blue's win conditions have switched to milling, and big flying creatures. A narrow card, but I like how it doesn't kill their enchantment if they don't pay, it kills the player!
