If you're playing mono-blue, this is essentially a 2-mana hard counter on turn 2.

It can be good a nice hard counter early game. Counters attached to creatures make games interesting. It's like saying "hey, go ahead and play something, but just know that I 'might' be able to counter it".

This card is actually one of the few decent 1 drop Wizards, as I found out while building my Wizard deck.
