Great life gain for blue. Sure it often will be temporary, but then again if you do need it to survive chances are you aren't facing a control deck but more likely some agro and they may not have a way to remove this.
But when this really shines is when used with Sanguine Bond .

It's a nice remake of Delusions of Grandeur with half the life points used, but without any upkeep cost.
This makes it far less useful for a Donate combo, but it still has decent uses with cards that interact with lifeloss and lifegain: The aforementioned Sanguine Bond or Ageless Entity for instance; or Children of Korlis/Tainted Sigil to offset the drawback (or even gain a load of life again when saccing two).
When playing against mono red or black decks (or those without enchantment removal in general) this also makes some cheap life gain, which certainly isn't a common thing for blue.

This is good as both a semi-permanent lifebuffer and for the other more combo oriented use.

The thing that made Illusions of Grandeur broken in the eyes of many was how deadly the cumulative upkeep made it when Donated. Here, the lifegain it halved and its usefulness for this application is also dampened. However, it's still worth noting that 10 life is nothing to scoff at, especially when running Phyrexian mana for things like Immolating Souleater. It also gets you well along your way for Test of Endurance.
