I don't know. Permanently locking down a creature is pretty intense. I think this card is underrated.

Should have either costed two mana like Sluggishness, or disabled blocking as well.
Rather underwhelming if you consider it's part of the recurring aura circle where Rancor originally came from.

This would have been slightly overpowered today, since turn three Cessation into turn four Supreme Verdict is a lot of value. This is why the bounce cost on Agoraphobia is quite high, at 2U, and why Martial Law has to cost four. Similar effects costed at three (Scepter of Dominance) have definitely seen play, and even that thing had a one mana activation cost.
If you know anything about Urza's block though, it is very clear that this card had absolutely no chance of seeing play back then.
