Yeah, but does... wait, you're right. The only broken blue card w/out flying I can think of is Jace.

That was basically my thought process on seeing this card for the first time.

"Awesome! All the creatures in my blue deck can have flying, with just one card? So broken! I can finally give flying to...
...
...
...my archivist?
Right, into the binder it goes."

This card should have been 3Blue rather than 2BlueBlue, since it really, really, badly needs to be splashable. In a green / blue deck it could be a powerful finisher... but the mana cost makes it a bit too unwieldy.
