Strictly better than Mons's Goblin Raiders, Goblin Balloon Brigade is a decent one-drop for red. With Goblin King in play, these make for decent attackers. In a pinch, they make for a great chump blocker for your opponent's Serra Angel or Shivan Dragon.

Not strictly better than Mons's Goblin Raiders; you might want to use it in a deck with Muraganda Petroglyphs.
It's a good card though, because red has very few little fliers and even fewer that can block. And it's a goblin to top it off.

Current errata states: "Goblin Balloon Brigard is a Magic: The Gathering Card. It costs one red mana to play it from your hand. This sentence is superfluous." Later editions will include this in the text box.
