Along with the flavor of this magnetic island (the artwork), it should have been 'whenever an island is tapped for mana, it deals 1 damage to that island's controller.'
For some reason, i see a storm of weapons being magnetically attracted to an island as more of a damage spell, than a creature-exhauster.

For the cost of a Hurloon Minotaur, Magnetic Mountain puts a serious hurt on any creature-based blue decks. But aside from the occasional Merfolk of the Pearl Trident / Lord of Atlantis combo, blue weenie decks were virtually unheard of until Fallen Empires. If blue played with any creatures at all, they were strong fliers like Phantom Monster, Air Elemental, and Mahamotti Djinn, or huge fatties like Sea Serpent and Island Fish Jasconius. Usually, they weren't playing these creatures by the truckload, so the Paralyze effect of Magnetic Mountain was somewhat easy to overcome. Magnetic Mountain would have been made much better if it were directed at white, which relied heavily on weenie tactics, instead of blue.
