This card is pretty average, the tapping ability is nice but the cost is kinda high for a 2/2. I wouldn't play it..

Master of Diversion will almost always be better, unless you want to tap your own creatures, or don't want to tap your opponent's creatures. Or if you're playing around Abrupt Decay.
