I love using this with Tortured Existence to really empty out my graveyard in a jiffy. Especially fun if you have two of them, easily getting creatures back at any time.

I think people miss out on the text here. Scrabbler returns target creature to its owner's hand, it could be ANY player, your teammate included. Even if you have no teammate, this card offers great political value in a group game.

Without a discard outlet he's just a 2/2 zombie for 4 mana. That's offensive even for a well supported tribe.
With a discard outlet he becomes a 2/2 zombie with flash for 2 and the option to recur creatures from the graveyard. That's fantastic for any deck. Oh, and did I mention he hoses reanimate spells?
Time Spiral did so much good for the Modern Format.
