Back in the days of Revised, when Castle only worked on your blocking creatures, white players would often amass large armies and try to outlast their opponents. With Circles of Protection and banding available to white, along with lots of other defensive spells (such as Island Sanctuary) running an opponent out of cards in casual play was not unheard of. And no mill was even required. Nowardays, Castle is better, and works well with white's many creatures with vigilance.

Did Oracle actually change the rules on this? What about creatures with Vigilance?

Yes the cards effect is different from what the card says on it.
The 6th and 7th edition cards are worded right on the actual cards.

Holy schmoly, this card really delivers the helpins. Me creatures were dying by the boatload but then I castled them and looky.
