Blue has historically had some of the biggest creatures in the game, and Circle of Protection: Blue is the bane of all of them. Sea Serpent? No problem. Water Elemental? Please. Phantasmal Forces? Denied! Blue doesn't have a lot of direct damage, but COP: Blue can even save you from the pings of a Pirate Ship or Prodigal Sorcerer.

You laugh, but Sea Serpents and their islandwalkin' islandhomies can be devastating in a deck that's built around them, say with Reef Shaman turning your lands into islands. Blue also grants creature evasion better than any other color. Don't hate.

I think I would prefer most other circles of protection, primarily because the most fearsome part of blue is the control, in my opinion. Still, this card could be useful.
