You'll most likely have 3 mana, and get the cantrip.
The downside is that you might not be able to hard cast whatever you get back on the same turn.

What's the story behind this flavor text? If he's exhuming his daughter, and he has this spell, presumably he's going to be able to bring her back. How is that a price?

I think this is when Barrin discover that Hanna is dead, he decides that he has given enough for Urzas cause, so he serches her daughters body and takes her to Tolaria, then he uses his most powerful spell to blow the island up, because it has been infested by phyrexians.
Amazing art, specially the use of the symbolism of the cross on his staff.

The card is better than it looks.
Blue draws in the average 2 cards for three mana. Here you do the same, except that one of the two cards is a creature in your graveyard. The bad is that this makes no sense when there are no creatures in your graveyard, the good is that if there are creatures in your graveyard, you get a choice on what to draw.

This is much better than Raise Dead or Disentomb. The affect, even at B, is just too weak, imo. This makes it worth it.

Nice card advantage for black. I use it in my pauper zombie EDH deck to usually grab an annoying block like black cat so that I can chump with it again.
