Not strictly better than Fireball, since Fireball can hit multiple targets. Not even strictly better than Blaze, since this costs more. "Strictly better" has a meaning, and it's not just "I really like this".

This is not even strictly better then Blaze. You might prefer it, but I would run blaze over this, unless I had strong topdeck control like the divining top.

I'll hardly ever speak ill of a red X-damage spell, though requiring double red is a pretty significant limitation. Even with that taken into account, just about any such spell is outstanding in Limited and playable in Constructed. That this one will prove reusable a little over a quarter of the time, and sometimes helps smooth out your draws, only makes this more true.
