This thing reminds me a bit of Cursed Scroll. Except instead of hitting your own hand, you look at an opponent's. And instead of naming a card, you name a colour and a number.
And instead of being really good, it is not.
Don't try to break this card either - you'll only end up with seven years' bad luck to show for it.

Hey, it’s his platter and he'll scry who he wants to.

This is bad, but it's not as bad as its community rating suggests. In subsequent turns you get to see your opponent's hand, so you really only have to account for guessing what their draw is. So it's basically an expensive Telepathy that also draws you cards mostly every turn. Should you play it? Heck no. Would it be a total waste if you did? Not entirely.

The art seems to show him scrying himself, I'm not sure what he is too excited about besides perhaps his own reflection, haha.

Too bad you can't choose 0, might have been playable then.
