I figured I'd clear this up for some people. I think the second part also answers a question. In any case, this card won't mill for more than 8, which is perfectly fine by me.

In my opinion, this is WAY better than Tome Scour.
This trigger Circu, Dimir Lobotomist twice, and it can be conspired.
My usual start:
1) Island, Hedron Crab
2) Hedron Crab, Polluted Delta, search for swamp, play this with conspire.
2 turns, 20 cards milled. Not bad, eh?

My guess is this wasn't as awesome in Shadowmoor block as it is everywhere else; I'm not happy about giving my opponent free Retrace spells. Still, solid mill card. If mill was a solid deck, I would consider this card for it.

No your opponent can't respond and kill your creatures to stop the conspire. Since it says "As you play this spell" its an additional cost you pay as you play the spell. You never pass priority as you play this so they can't respond.

I like this card. Without Conspire, it would hardly be able to hold a candle to Tome Scour, but the Conspire effect makes it very interesting. It's a slightly worse Tome Scour without Conspire, but with it, it's better-- almost Glimpse the Unthinkable quality. It's like cards with kicker in that it doesn't strictly outclass either Tome Scour or Glimpse, but due to its flexibility, it's worth keeping around.

This is not a slightly worse tome scour when the conspire is inactive. This has a hybrid mana cost, and is a 10x sicker card than scour. Just a level or two under glimpse really.
