I have a friend who insists on playing this card in a mono red deck, even though ruby medallion is way cheaper. Anyway 5 mana for a reduction of one (and that is only colorless so cards that are strickly color dependent gain nothing on this) isn't very cost effective.

It's alright. But at five mana, it would take a some seriously powerful stuff to make this effective. You'd need stuff like Phage; cards with enormous costs for this to really be worth spending.

The art is pretty cool, but there are better ways to cast your spells sooner. If you're running as your main color, you have Crypt Ghast, Magus of the Coffers, and of course, Cabal Coffers. If you're looking for cost-reduction in black, Heartless Summoning is a better option, even though it only lessens the cost of your creatures. If you're in , you have all the ramp you need and then some. Even if you aren't using the above colors, there are better artifacts to help get your spells out faster. At , you have Gauntlet of Power, and at you have Caged Sun. If you don't mind helping your opponent a bit (or if they don't have the same lands as you: snow-covered lands work best for that) then you can use Extraplanar Lens. Also, the Medallion cycle reduces costs in-color.
So yeah, I'd rather play some of the af... (see all)

Not exceptional for big spells, really, there's tons of cheaper ramp even in artifacts that will have the same net effect or better than this for casting a big spell.
The only way this guy really wins out over other options is if you're casting several spells between your untap phases, as the reduction might apply to each spell you cast.
