Seems fine in black at sorcery speed to me. It's basically evasion.
That is, unless you believe that Pestilence should automatically be red just because it has the word "damage" on it.

Effect is only good in like a black swarm deck where you need to push thorugh another swarm deck for a final blow. Would be better (but more off color) at instant speed.

A lot of stuff is "off-color" in these old sets, as newer players would reckon. Which is why some of these relics of the game could really throw them off. They have this idea that they will or won't face something based on what color someone's using. At one point, such assumptions weren't so safe.
This was and still is an excellent card. Get a swarm or some fatties through, kill things with Royal Assassin, lots of things that can be done efficiently with this. In a 
deck, Sunblast Angel likes this a lot. And of course vintage black has good old Dark Ritual, Burnt Offering and the like to help pump out that mana.
Really want this at instant speed? That's what Leyline of Anticipation is for.
