Well, its not exactly fog every three turns. It gives you the CHOICE to remove the counters, and it's an instant ability. So, if you have 3 and you choose not to play the ability, it carries over. So its much more complicated and strategical than that. And every three turns your opponent decides not to attack, you get another one. it's actually a very good card.

Great card, in both that it offers a Fog on command once it has the counters, AND it forces an opponent to use removal on what is effectively a nuisance enchantment.

In my fungus deck this card has saved me, so many times.

@ Gaussgoat
Unfortunately this isn't an enchantment. ;-)

With a little proliferate action, it could be a fog every turn.
And, oddly enough, I also thought this was an enchantment until I read @Ameisenmeister comment.

This and Spike Weaver are spectacular in my EDH deck. Sporesower Thallid, Paradox Haze, Doubling Season and/or Gilder Bairn means plenty of fog to go around.

The enchantment players keep mentioning using with Spore Flower is called Fungal Bloom. It's casting cost is 2 Green, and it's ability for 2 Green is to add a spore counter to target fungus. In conjunction with Parallel Lives and Doubling Season and of course Utopia Mycon it makes running Ghave, Guru of Spores as an EDH general viable. Of course you would want to run other creatures that gain +1/+1 counters such as Khabal Ghoul as you sacrifice your saprolings for maximum effect. For fog effects there are several cards, the most simple of which being Holy Day, Fog, and Darkness There are others in white & green that have additional effects to prevent combat daamage but have a higher CMC.

Fog every three turns? Sounds good, but you'll get clobbered on the off turns, so don't depend exclusively on it.

Amazing if you can get multiple of these out. And good fun if you put it in a thallid deck.
