I like the idea that it's okay to give green discard as long it's not real discard and just plow under discard. This seems like a good thing to ramp into.

Yes Stunted Growth is similar to Agonizing Memories, just bigger. It's actually not really related to Primal Command or Plow Under. Read the cards.
I'd play Stunted Growth any day over Agonizing Memories. Especially because it's green. No one sees this coming, and you can get it out fast when it counts with the easy green mana ramp.

Welcome to {G} control. Remember kiddies, blue mages can't counter your creatures without spells to cast, black mages can't blow up your fatties without cards in hand, this card is a very effective way to neuter your opponent's hand. Also it could be useful for cards that rely on the top card of your library, cards such as Summoning Trap come to mind.

ah, the old ability of green to put anything and everything back ontop of librarys. It was, however, dubbed "unfun" to play against and was killed =(

Such a weird and cool card, not caring a bit about the colour pie. Plow Under and Agonizing Memories are probably stronger.
