Not a stellar card by any means. While the effect is nice, the cost means that you usually get this out a lot later than what would have been ideal, not to mention the upkeep required for it is also annoying. To top it off, this is the type of card that only begins to truly shine when there are multiples of them on the field, but the upkeep, in addition to the prohibitive hard-casting cost, makes this a shaky prospect. A possible sideboard, but I'm not sure it's good enough for even that.
I haven't tested it out in practice, though, so I may be mistaken.

Green/Black deck, use this with the Grim Poppet, weak combo, but at the same time it really can come in handy for free -1/-1 counters to fling around.

Usually, one shouldn't sideboard hosers that are a minor annoyance at best. You could destroy your opponent with Dystopia, or slightly inconveinece them with this card.

With proliferate around today to grow the -1/-1 counters, this is not that bad for anti-green sideboard. Probably the biggest thing against it is green's ability to deal with enchantments, especially with Naturalize and most of all Back to Nature.

It could work OK in a BG deck with lots of undying creatures.

Maybe put in a deck with Grim poppet and painters servant.

Its too bad scarecrows work around persist rather than undying though.

It may have a couple extremely specialized uses, but I'm pretty sure it gets outclassed by some other color hate card.
