"Strictly worse" than something means that in no given situation can you think of a reason to play card X over card Y. sometimes you have to come up with convoluted corner cases, but in this situation it's pretty easy.
Regress is not strictly worse than resounding wave simply because it can be played in mono blue EDH, and resounding wave can not. (not to say that you should ever play either.)

I got two of these at the prerelease and they were gold. The levelers in RotE HATE bounce. There's nothing like watching the opponent sink 2+ turns and 10+ mana into leveling something, only to have it bounced and return as a 1/1. I even bounced my own Emrakul's Hatcher. Very versatile, and the "permanent" part really makes this. 4/5.

It's not a boomerang, but with a turn one llanowar elves or arbor elf it can make a fine impersonation of one.
You haven't known tempo advantage, until you boomerang a land on turn two.

Those who would rate this card poorly are somewhat - if not completely - missing the point. Rise of the Eldrazi was designed as a limited-centric set designed to be played entirely by itself. In RoE, bounce is significantly, significantly more powerful than it is outside of RoE. The developers of course knew this quite well, and to my mind had two choices. They could either not print a bounce spell at all, which is a simple but completely uninteresting cop-out, or make it slightly more expensive to bring it in line with its increased potency in the format.
Regress fulfills its function beautifully, and is perhaps even first-pickable in Rise draft. Before giving this card such a poor rating, one should first experience the joy of regressing a fully levelled up creature or spawn-generated Eldrazi. Solid 4.5/5 given the format.

Solid 4.5 given the format? 4.5? No. Just no. 4 stars and up are reserved for those powerful cards you build a deck around or the huge beatsticks you push through your opponents' line of defense.
You don't build a deck around an overpriced boomerang. It's a trick you do to buy a turn to play your real 4.5/5 star card, like perhaps an ultimatum or a planeswalkers ultimate.
2.5-3 stars at most, and that is not a "poor" rating. It's where all these utility spells belong. You can't rate every card 4.5 or 5 because it was good in draft.
