@4wallz: The blue card in the cycle was not Time Walk, albeit no less broken than Time Walk. The card you're thinking of is Ancestral Recall.

This can essentially be a cheap Regenerate for a white deck. Though underrated, it's not as good as Harm's Way.

This is how powercreep makes some cards pointless, helped by the lifegain=rubbish mentality.

Looking at the number of reprints of this card, I just can't help to get the impression that Wizards really wished this card would see play somewhere.
I should build a deck around it... Somehow? I think I might have seen this spell cast two or three times in my entire Magic playing career, all the times by myself back when I owned 100 cards and didn't have anything else.

Should do both, It would be fair now compared to Searing Blaze and Lightning Bolt, One mana to counter a 2 mana spell isn't overpowered, and spells that prevent things should be cheaper than the Card it counters.

Comparing it to others is pointless; what matters is that it is quite sweet in it of itself. 5/5

I don't get it. It's basically a reverse Lightning Bolt, yet seemingly no one likes it.
