Insane, especially if you only run Black.
His only downside is that he can be killed by nearly every effect that can deal damage to a creature; easily countered by Whispersilk Cloak or anything that would prevent damage to him. Best thing I can think of would be Heart of Light; nothing can do damage to him, and all you have to do is pay {W} and a single life.

It's really, REALLY funny they heavily mentioned how Chimney-ish this is, but it has no relation to Chimp.
I have a slight suspicion that they were planning on reprinting Chimp with this art and then thought, "Maaaybe we shouldn't do that. With Bog Hoodlums just around the corner, I don't think that'd help Black limited in any way."
Oh sorry, I forgot the sarcastic praise. 'ahem'... "OMG IF WE REPRINTED CHIMNEY IMP, WE'D BREAK THE METAGAME! DON'T FORGET MIRRODIN!"
