Extremely expensive... which may be an inside joke as to just how costly it is to buy and maintain your own Corrupt Official.

I guess the cost is more of a reference to the bloated government Mercadia has. To get anything done, like pass a bill, you have to go through so many checks and balances that there's almost no reason to play this card... I mean, start the bill... for awareness against this card.

The high cost has more to do with the random discard than flavour reasons, I think. Random discard like Hymn to Tourach and Mind Twist used to be cheap but very frustrating to play against. Compare this guy to Rakdos Ringleader, both cards have a high cost for the same reason.
