Not bad. It's a human and a cleric, those are two relevant creature types. With one mana, you can play him early on and get some damage through (especially if you have some equipment). While his ability makes sure he is also useful late game, capable of pumping any creatures power and toughness at instant speed, as often as you got mana.
3.5 from me. Would be still playable today, in casual and limited.
