Hey, why not use both? It's far fetched, but the idea of having a field of 1/1 goblins suddenly become 9/9 goblins pleases me. Though the chieftain is clearly still superior (even down to the flavor text being more macho), this guy seems like he has more combo potential.

I think it's so that somewhere, somehow, it might be possible in EDH to have a Goblin Chieftain,Goblin General, Mad Auntie, Dralnu's Crusade, Goblin Shrine, and Goblin King out. Then probably sacrifice a few things to Goblin Lookout, attack, then play Voracious Dragon even though they. probably already killed them.
The best part is that the same goblin lord type can be stacked.

Goblin Chieftain in its epic fail form.
Unless you're going to use this guy with cards like Relentless Assault maybe, yet even then i'd prefer the prior mentioned goblin.
