Yes, it's strictly worse than...well, a lot of things. But it's also from Starter. Think about a card like Terror or Doom Blade from a new player's perspective. Would they understand why cards like that are so cheap? No. They need removal like this to be expensive and slow. Anything else is terrifying for somebody coming to the game for the first time.
