It's ultimately like Amplify 1 for artifacts instead of creature subtypes.
Revealing at least two cards shouldn't be a problem, especially if even colored cards are artifacts like this esper fellow, or if your land picks are artifact lands as well.

Everytime I get this out in my artifact deck, it's at least a 5/5.
He's pretty beastly, and him + Master of Etherium is how a managed to kill my opponent even after he summoning trapped an Emrakul.

This does not have flying because those are not wings, just blades. Looks like someone on esper managed to get their hands on a sliver if you ask me.

It wouldn't be difficult to make it come in as a 4/4 or a 5/5 in an artifact heavy deck (especially, as Mode says, if you use artifact lands) but then what? Without evasion or any other ability on the field, he's just a passing threat.

If you can't make him at least a 5/5, he loses to Tower Gargoyle as a 4-drop. I guess it depends how often you'll be wanting to drop him with at least 3 artifacts left in your hand. If your two-drop is some form of acceleration (Etherium Sculptor, Everflowing Chalice, etc.), you could conceivably have a 7/7 or so on turn 3, though.
