This card is not bad at all. Many times in an LD deck you'd run out of lands to destroy, but Pain/Suffering gives you an option that you could start targeting opponent's hand using the same card.
Cards like Pain/Suffering, alongside Avalanche Rider, Hellhole Rats, Fulminator Mage, etc, are great because they have more than one option in them. Notice that I name cards under the same color pie :)

HD & LD are different strategies. In LD you normally want your opponent to have full hand so you can use Storm Seeker or sume such to damage her. When you play HD I'd say that countering ability is better than occassional LD.

I guess that for an LD deck, this would be a tad slow. But for a discard deck, that can act as an additional discard spell, that can also hamper urzatron or cloudpost decks or something like that.

Blah, the Pain half is just bad. Having an opponent just discard a card from their hand? What's the point of that? It doesn't provide card advantage, since the effect costs you a card.
