That's a neat bit of perspective with his tail approaching the viewer, there.
Anyways, you could get use out of him with Pandemonium. Why, he's also the same colour as Primal Forcemage....

Only an idiot would play this card in their deck, unless they were performing some amazing game-winning combo with it.

Even in a Pandemonium/Primal Forcemage/Fling Deck I'd rather use Blitz Hellion to be honest. Pangosaur would've needed haste to be truly useful to such a deck, but that would've probably been broken and out of color.
Maybe you could use it with Fires of Yavimaya, but then you could just play the Hellion and some more haste creatures instead and save yourself some hassle.
Maybe this would be interesting if you could stop your opponent from playing lands (with something like Territorial Dispute). But even then, I think it still is not worth the trouble. After all, it's just a 6/6 for 4 mana without any decent abilities.
I give it 2/5, at least it's a card that makes you think.

I guess if you had Warstorm Surge, Yeva, Nature's Herald (or Vedalken Orrery, but we're not that fancy), and Seedborn Muse (for the mana) out, you're opponents would think twice about playing lands.
Then again, you'd be better off using Seedborn Muse with Omnath, Locus of Mana and... say, Doubling Cube and Helix Pinnacle. Just a thought.
