It's one of the worst Slivers unless you're playing with huge amounts of Mana to pump it. There are both, better Pump and better Combat trick Slivers to play over this one.

even with heartstone this is too slow. think about it guys, you can have a low cost artifact out like a machete and give your creature both power and toughness pump up and it stays on the field unless it gets removed. this last for the turn and doesn't even do its job as a finisher.
