The rebel mechanic always seemed strange to me when compared with their mercenary counterparts. With rebels, the strategy is to play them early and search for them on later turns when you had the mana, whereas the mercenaries could only search for others that were weaker then they were. I prefer the mercenaries take, but I can see how this would also be rewarding. Seeing them play against each other is pretty dramatic.

The point with rebels vs. mercenaries in terms of the game mechanic is that rebels have a ramp leading up, as every recruiter looks for rebels with casting cost 1 greater than itself. Mercenaries, on the other hand, only search for creatures with the same CC. That's why the rebel activation costs are higher. It's better to have a ramp than always be recruiting creatures weaker than what you've got.
