Don't think of it as Lightning bolt. Think of it as a fireball for 3, that costs one less and has no penalties for extra targets.

Or rather, a three for one.
Obviously this doesn't serve the same function as a Lightning Bolt. Arc Lightning very seldomly is used towards only a single target.

As others have said, this isn't as bad as 'a lightning bolt for 3', its from Urza's it couldn't be that bad.
The great thing about this card is that it opens up options. Kill Bob and give your opponent a shock? Or maybe kill your opponent's grizzly bears and a Llanowar elves?
This card isn't at lightning bolt's level, no. However no other burn spells are and they shouldn't be. Its not good to compare every red spell to lightning bolt.

Flames of the Firebrand, just different art, name, and set. Not terrible.
With the expensive Dismiss into Dream both of these multi-target burns are excellent.
