This is a very flavourful creature! Manta rays actually do leap right out of the water occasionally, so I guess the merfolk are getting in on that by hitching a ride!
Oddly, though, this merfolk breaks rank with most Tempest flavour. Rathi merfolk are called rootw.ater merfolk, and they have a pretty definitive style (creepy as hell, actually - only Shadowmoor's merfolk come close). Four of the mer in Tempest are rootw.ater merfolk, and then we have this one standout - with their bright colours and flowing hair, they look more Vodalian than Rootw.ater!

I think it makes less sense in blue. It could easily just have flying nowadays.

This is not bad, because generally merfolk do not fly, making it uniquely powerful in a tribal deck. It can also duck under Hurricane and the like, so it has its uses.

Yeah, there are ALWAYS better cards- but there is one kind of deck at least that is fine with playing two cards, one strictly worse, for exactly the same purpose in exactly the same deck.
This and Flying Men are both 1-drops. Are there enough Flying Men copy-cats to make a good Blue 1-drop Fliers deck? Probably. This card would probably have a home in the Flying Men.dec Deck. :)
