Why the low ratings for this? Given the immense amount of 'ping damage' creatures out there, there's plenty of ways to make use of this without having a single creature attack.

I actually made a deck where this is preferable to Privileged Position (and somewhat to Asceticism): A defender deck (yeah, seriously) that just uses creatures and lands as permanents, and doesn't use any targeting on them.
Unless you manage to cast this twice, Spiritual Asylum would be strictly better in this deck even if Privileged Position would cost less. That is one very marginal case, but that's not relevant in constructed:
as long as a card can find its home in a deck, it serves the purpose.
I agree that this card isn't too playable though, so this could indeed have been cheaper.

The thing about Privileged Position is you can not run it in a Mono-White EDH. Of course, with the hype of Nath and Rhys the Redeemed for GW decks, that doesn't mean much, because Mono-White is not going to be too common unless it uses something like Rune-Tail, Kitsune Ascendant for a general.
The only issues with this VS Privileged Position:
- does not protect your artifacts and enchantments
- shroud means you can't aura enchant your creatures
- you attack, the enchantment breaks
Big gap, but you have to realize the time gap between the printing of the two cards.
You play this to buy yourself time to recover from dropping a Day of Judgement on the field and being left wide open otherwise, as you play defensive and can no longer have your creatures countered or pinged as they enter the field, or simply to prevent red target damage whilst forcing the enemy to attack you. In a control deck, you don't attack until you're ready. Until then, all your creatures will be safe under it. Creatures like Meddling Mage and Ertai are both ideal for this kind of deck.
