Leaves me pretty cold... if I'm playing heavy blue with enough small creatures to get the full benefit of this card, then they're probably from a tribe that has better pumps available. In fact, they're probably merfolk.

I could see this winning some games back in the day. But today this thing is just outclassed and not worth it.
