Milling yourself has been a valid tactic for a long time; reanimater decks and Accumulated Knowledge-type cards were around a long long time ago and then Odyssey block block brought around flashback and threshold and made self-mill a wonderful concept.
This card is fantastic utility deck glue, no question.

Obviously needs a mill-based strategy to work, but reasonably effective in such a deck.
I love the flavor text, though if the job market is as terrible in Innastrad as it is in our reality, poor Garl might be better off keeping his lousy job for the time being. Hey, if he's lucky, he might get made into a vampire, werewolf, or some other horror and thus prove to be more useful. I assume that's how promotions work on a plane of horror!
