I think you're being a little harsh. Sure, it's not fantastic, but it helps the Tezzeret deck deal with the opposing Elspeth planeswalker, and colourless damage is usually nice.

Better in the Elves duel deck, as they then actually had more removal than the goblins (or at least seem to every time I play that format)

This in my opinion is amazing.
Yes, I am aware it is 3 casting. but it is a colorless shock on a stick, the colorless part makes it very useful, as you are much less likely to run into protection from artifacts than pro red.
Not to mention the flavour text is great too

it is not for an artifact deck, when you look at it it is colorless, instant speed removal. For any deck that wants it, like green and blue decks.
Good job wizards, this is what I like to see
Also it is a common, making it accessible to the masses

They should make a "Concentrated Moonglove Extract" card because a whole bottle of this diluted moonglove will barely kill the weakest of giants out there...
Crappy as it is, i still like this card. Colorless removal at a fair price.
