It's interesting to note that on John Avon's webpage this is called "Memnarch's Tower," and not Darksteel Citadel.
Perhaps this was to be a non-land artifact?

Currently the only non-banned artifact land in Modern, and that's honestly how it should be. If this was the only land in the cycle printed then artifact lands would've been a cool and helpful concept rather than the affinity-enabling monstrosities that they were.
