A 4/4 for 
in a decently useful tribal in limited (Vampiric Fury, Rakish Heir, etc.) without haste is decent enough. Bonebreaker Giant in M12 limited wasn't useless, you know.
Adding in the haste, and you've got a pretty good limited creature. It would've made some sense if it got lifelink when it dealt damage to a human (Vamplink? Lifeman? Bah...), but this is still cool enough.

Haste when your opponent has a creature isn't really how I like to use haste, but at least it's interesting in a flavor sense. A group of vampires trying to act all cool, strutting around at a casual pace, and then suddenly rushing at the first human they see.

I've seen this card do fun things in limited. A 4/4 beater with a good chance at landing that haste is pretty solid. Completely unplayable in constructed, though.
