Fun fact: Most counterspells are blue.
Playing this makes blue spells (yours and your opponents) almost uncounterable.
Also, Blind Seer interacts interestingly with this card.

I prefer this over Arcane Laboratory at any time. My current blue-black deck has about equal distribution of both colors, along with quite a number of artifacts. I recently had a chance to play against a really nasty aggro elf deck and played this in conjuction with Wash Out. He didn't recover...
I also totally agree with the utilization of Painter's Servant. If you add Erayo, Soratami Ascendant to the equation, your opponent probably won't play a single spell to the end of the game :)

I prefer Arcane Laboratory, although my opponent's deck would determine that. Laboratory stops colorless cards too, makes the lock more complete.

I don't see why you wouldn't combine this with Arcane Laboratory , Teferi, Mage of Zhalfir , Erayo, Soratami Ascendant (Erayo's Essence) , Hesitation and some counter spell. Just think of the hoops they'd have to jump through to get a single spell to stick. Oh, also, any of those lovely old school artifacts that increase the costs of spells. No opponent could ever cast anything!
